Abstract

The author considers the historical developments of civil liberties in Britain, government restrictions, international protection and the impact of attempts to counter terrorism and collective and individual responses to acts of terror such as the September 11, 2001 attacks in the USA. This article updates a lecture originally given by the author at the IALS on 21 February 2002.
