Professor C. Chatterjee and Professor Enrique Hernandez Sierra explain the aims and development of MERCOSUR, the South American trading bloc, and examine its role as an association of states for trading purposes with consideration of the tensions between ambitions for greater economic integration and retention of national sovereignty.
