Abstract

The author puts the case for the creation of a new corporate structure - public benefit organisation (PBO) - to provide a vehicle for the decentralisation of public services. This article follwos from Philip Goldenberg's Editorial in this issue which looks at issues relating to the private finance initiative and the public/private partnership.
