Abstract

Dr Stephen Barber, Reader in Public Policy at London South Bank University, reviews the impact on consitutional customs of the historic UK parliament of the coalition government 2010-2015. He considers the shortfall in promised reform programme and examines the experience of the two key constitutional practices of British parliamentary government in the form of collective responsibility and prerogative powers of the Prime Minister to appoint ministers to office.
